University of Wisconsin-Platteville is seeking a Chief Facilities Officer.
The Chief Facilities Officer is responsible for providing leadership, planning and direction for long range campus capital planning and the administrative operations of the facilities management department to advance institutional projects and objectives. The Chief Facilities Officer works closely with internal stakeholders from all areas of campus as well as external partners to bring consistency, vision, and accountability to campus capital projects, maintenance and improvement plans, assuring that they are completed on time and on budget. The individual works with the Vice Chancellor of Finance and Administration to oversee facilities-related compliance within the institution in support of addressing enterprise-wide priorities and solving complex problems while ensuring alignment with institutional goals.
The Chief Facilities Officer oversees the following areas: construction, renovation, security, custodial, grounds, recycling, repairs, maintenance, and utility services, to ensure they meet the needs of the university and its employees.
The Chief Facilities Officer is a paid leave and benefit eligible position, with salary commensurate with experience.
Responsibilities:
- Provide strategic and operational leadership, policy guidance, and direct oversight of the facilities management department.
- Facilities Management Department includes Building and Grounds; Mechanical, Electrical, Plumbing Maintenance; Residence Life and Academic Building Custodial Services; Central Stores and Receiving; Postal; Central Heating Plant; Campus Planning; Sustainability.
- Develop priorities and implementation strategies for creating custodial and maintenance standards, schedules, and labor requirements for routine and emergency repairs, housekeeping, preventative maintenance programs, grounds work, warehouse functions, renovations, and capital improvement projects.
- Determine and direct standards for routine and preventative work orders, warehouse/purchasing tracking, building and grounds projects, and use of automated maintenance.
- Ensure compliance with state and federal regulations, including review of workplace health and safety expectations with employees and provide instruction as needed.
- Coordinate campus planning, design, and construction.
- Direct the planning and scheduling of building maintenance and remodeling activities, incorporating operational requirements and priorities.
- Oversee the campus Facilities Project Prioritization Process, including receiving requests, providing technical input on requests, cost estimating, staffing committees, and communications.
- Oversee the development, coordination, design, and implementation of all architectural/engineering projects essential on campus, both in-house managed projects as well as projects implemented through the State of Wisconsin Capital Building program.
- Develop and foster a working relationship with university and state professional architects and engineers, project managers, building construction superintendents, and outside contractors while representing staff and residents.
- Collaborate with academic and administrative campus leadership on long-term facility and capital planning for campus.
- Work closely with the Facilities Campus Planner and campus leaders to develop and prioritize project requests for the biennial capital budget.
- Develop and monitor annual operating budgets, ensuring proper allocation of revenue and expenses across multiple fund sources.
Requirements:
- Bachelor's degree in engineering, construction management, business administration or related field
- 5 years' supervisory experience
- 5 years' experience in facilities management design or construction related field
- Demonstrated skills in communications, relationship building, and project management techniques
- Demonstrated experience managing budgets and contracts
- Ability to communicate with all levels of an organization fluently
- Flexible skillset to address changing needs in a dynamic environment
- Thorough knowledge of building components and project management
- Demonstrated experience developing and leading facilities and capital projects
- Knowledge of state laws and regulations governing construction
